Scott Martin is President & CEO of the Twin Cities Community Capital Fund. He has overall responsibility for the Fund's day-to-day operations and for the successful execution of its long-range strategies. Scott is also the President & CEO of the Minnesota Community Capital Fund (MCCF). TCCCF is modeled after MCCF, a successful business loan financing organization that he both developed and launched.
Mr. Martin has 30 years of experience in marketing, urban planning, public administration, and economic development in both the public and private sectors. He previously served as Vice President of Business Development for a multi-state energy marketing company, and in several management capacities in four Minnesota cities: Rochester, Excelsior, Chanhassen and Champlin. He has also served as a board member of several regional and national foundations and non-profit organizations that seek to expand economic opportunities, provide affordable housing, and enhance education and job skills for low-income families. Mr. Martin has a degree in Urban Planning & Public Administration from Minnesota State University-Mankato, and is a Certified Economic Development Finance Professional.
Bob Palmquist serves as Senior Loan Officer for TCCCF. Bob has been a Business Developer for The Northspan Group, Inc. since 1991. As the Senior Business Developer, Mr. Palmquist is responsible for providing technical and financial assistance to large and small businesses, financial institutions, local units of government and development organizations within Minnesota.
Technical and financial assistance provided by Mr. Palmquist includes local and regional revolving loan fund administration, technical loan reviews, grant and loan application packaging and structuring, housing financial packaging, market research and project feasibility assessments. Mr. Palmquist is Senior Loan Officer of the Minnesota Community Capital Fund, a statewide, membership based loan pool. He is also responsible for administering the Arrowhead Regional Development Commission's regional revolving loan fund, serves as member of the Northland Foundation's Business Loan Program Technical Advisory Committee and has also provided administrative services and technical loan reviews to the City of Duluth Brownfield Redevelopment Loan Fund and the Duluth Economic Development Authority's (DEDA) Old Downtown Financial Incentive Program, Carlton County's Economic Development Loan Fund and St. Louis County's Lake Superior Shoreline Protection, Septic Loan and Tax Abatement Programs.
Prior to joining The Northspan Group, Inc., Mr. Palmquist spent 17 years in commercial bank lending with Wells Fargo Bank and Republic Bank in Duluth, Minnesota. Mr. Palmquist received a Bachelor of Business Administration Degree from the University of Minnesota, Duluth.
Marcy Peterson is TCCCF's Executive Assistant. She is responsible for office administration, database management, member communications, marketing, accounting and meeting planning.
